"Biography"

Shirley L. Fields is the Chief Information Officer (CIO) for the Defense Information Systems Agency (DISA). The CIO guides DISA in applying the principles of Department of Defense (DOD) information management by developing and implementing policies, programs, and procedures to acquire, manage, integrate, and secure information systems that support the Warfighter.

Ms. Fields holds undergraduate degrees in Administration Science, Urban Planning, Social Science, and Data Processing from Durham College and the University of the District of Columbia. She holds graduate degrees in Management and Business Administration from the University of the District of Columbia and Simmons College. She has completed her requirements for a doctoral in Business Administration at the California University. Other schooling includes a Senior Fellow at Harvard University, Federal Executive Institute, Senior Executive Fellow, Harvard University; Executive Management Program; OPM Management Development Program; and the Brookings Institute, Executive Leadership and Perspectives on Public Policy.

A native of North Carolina, Ms. Fields began her federal service with the U.S. Army in the 1960's. From 1969 to 1972, she served as a section chief, senior accounting leader, and as a systems analyst with the U.S. Army Finance and Accounting Office. In these positions, she accounted for funds, and developed and implemented various U.S. Army Financial ADP Systems. Continuing with the U.S. Army, Ms. Fields served as a computer specialist from 1972 to 1974, and was promoted to a branch chief in 1974. She served in that capacity until 1975.

In 1975, she began work with the Department of Health, Education and Welfare (HEW) as a computer systems analyst, and was promoted to Chief of the Systems Design Branch in 1980. During her tenure with HEW, she managed computer resources, designed, developed, and implemented ADP systems. She also chaired HEW-wide Software Evaluation and Programming Standards Committees.

From 1977 to 1984 she taught math, social science, and data processing subjects at the University of the District of Columbia Evening School. Concurrently, she served as an Adjunct Field Faculty Advisor to students in data processing at Goddard College in Vermont.

Ms. Fields joined the Defense Fuel Supply Center at the Defense Logistics Agency (DLA) in 1980, and served as the Chief of the Systems and Procedures Division until 1984. In this position, she planned, coordinated, organized, and directed a staff of 18 analysts engaged in systems requirements analyses and conceptual design for ADP applications. She was promoted to Director, Defense Automation Resources Information Center (DARIC) in 1984. As Director, she developed, coordinated, and administered policy and guidance for the Department of Defense (DOD) ARM System, and the Defense Automation Resources Information Center.

In 1991, DARIC was realigned within DISA. She continued as Director of DARIC until 1994. She became the Head of the DII Hardware/Software Management Department in 1994, where she was responsible for the administration and operation of the DARIC, the Educational Institutions Partnership Program, the Systems and Software Licensing Management Program, and the Center for Computer Systems Engineering ADP and Network Processing Management, Facility Management, ADP Security, Training, Budgeting, Public Affairs, Personnel, and Help Desk until 1996. Ms. Fields was promoted to CIO in 1996.

Her major honors and awards include: the FGIPC Award for Outstanding Leadership, the Federal 100 Award, the Interchange >94 Leadership Award, the IAC Information Resources Management Award for
Management Excellence, DLA Outstanding Manager/Supervisor, DLA Special Achievement Award, DLA Meritorious Civilian Service Award, U.S. Army and Defense Fuel Sustained Superior Performance Awards, DISA Outstanding EEO Manager Award, and DLA SES Executive Development Program. She has received numerous outstanding and exceptional awards from 1978 to present.
