"To provide comprehensive technical, administrative, and scientific assistance to enhance the educational institutions (EIs) infrastructure, develop scientific disciplines critical to National security, and build capabilities within EIs to support DISA, DOD, other Federal agencies, and industry research and development programs which contribute to National Defense."
The EIPP is authorized by Executive Orders 12999 and 12876 to donate excess DOD computer hardware to eligible elementary and secondary schools, Historically Black Colleges and Universities, and Minority Institutions throughout our Nation.

EIPP was implemented in DOD to respond to Executive Orders 12876 and 12999 to provide for increased oppportunities for Historically Black Colleges and Universities and Minority Institutions (HBCU/MI) and other educational institutions (EI) to participate in Federal Programs and to strengthen the National Education Goals. The orginal program was charted by the Secretary of Defense in 1990. In 1994, the Director, DISA formally established the program and expanded it to combine DISA initiatives to integrate infrastructure assistance to all EI, minority and majority, thereby forming a DISA "one-stop shop" in partnership with all EI. The DISA managing activity of the EIPP is the Office of the Chief Information Officer (CIO).
Through the EIPP, CIO is authorized to donate excess DOD commercial off-the-shelf computer hardware to our Nation's elementary and secondary schools and the HBCU/MI. In addition to DOD computer resource donations to schools, EIPP enables DISA organizations to increase technology transfer and exchange with industry and EI by establishing a framework for DISA Information Processing Activities; conducts workshops; develops scholarship programs; coordinates education and training (Distance Learning and Graduate Programs); and encourages the realization of the virtual classroom by supporting on-line communications among the HBCU/MIs.
Progress: The chart below shows the cumulative results for 1996 - EIPP transfered more than 65,000 pieces of equipment worth more than $90 million (original acquisition cost).

Status on Executive Order No. 12999
Notice: On 17 April 1996, President Clinton signed Executive Order 12999 "Educational Technology: Ensuring Opportunity for all Children in the Next Century."
The office of the Vice President held an implementation strategy meeting on 5 Jun 96, with representatives of several Federal Agencies, non-profit organizations and the state of Maryland. DOD was represented by DISA CIO/EIPP division.
E.O. 12999 is being implemented via two pilot projects. The first pilot supported the empowerment zone (EZ) schools in Baltimore, Maryland. "Tech Day II" was held on 3 August 96, and DOD transferred over 200 computers and printers to the Lazarus Foundation for refurbishment and donation to Baltimore's EZ schools. The second pilot implementation was targeted for the EZ schools in Rio Grande Valley, Texas. DOD personnel worked with the Alamo Federal Executive Board in Texas to transfer approximately 100 computers to contribute to another "tech day" event held on 26 October 96.
Here is the current status (as of 1 Nov 96):
Full implementation of E.O. 12999 in DOD will take place after the pilot efforts have been evaluated and a workable process has been tested (expected time frame for DOD implementation is late Jan 97).
Bottom line: Activities should not develop local implementation procedures for E.O. 12999 until more information is available. There will be more participants, more visibility, and more explicit downward directed procedures. The General Services Administration developed a brochure for all Federal Agencies to promote the awareness of the provisions of E.O. 12999.
