Bill Girling was the Data Processing Manager for the Commonwealth of Virginia's Department of Personnel and Training until 1999. In this capacity he was the Project Leader for the Commonwealth's first, multi-agency, statewide, client/server human resource and payroll system - one of the largest public sector systems in the country. He has more than 30 years in HR and systems experience having served in this capacity for a number other organizations. He is currently a lead consultant with Innovative Business Solutions Inc. in Richmond, VA.
